Part of the problem is that if you have no idea what you're writing about,
it's very difficult to write clearly or concisely, since you don't have
anything to say!
I really don't believe 1 hour (or 2, or whatever they give you for the
exam) is sufficient time for most capable people to write a good essay.
Writing exposition is a process of revision, not something you do in an
afternoon.
