I find it... interesting? disturbing? that people only skimmed the Guide
before burning it.
If they are interested in having the Administration taking them seriously,
why don't they seriously read it and -then- decide to burn it? I mean, if
the Administration says "well, we skimmed the proposal you wrote, and then
we decided to burn it", i'd be kinda outraged. Personally, I have even
picked it up, but if i were to burn it, i'd at least read it cover to cover
and then -think- about it, and THEN declare it was fit for combustion...
