One possible solution to the insurance rates/personal freedom dilemma might
be to let people decide when they get/renew their license whether or not
they intend to wear seatbelts.  If they opt to wear them, they have the
word "seatbelt" printed on their license, and any policeman who stops them
fines them $25 if they aren't wearing one.  People who opt not to wear
seatbelts do not get the word "seatbelt" put on their license, and are not
fined $25 by a policeman stopping them if they aren't wearing their seatbelt,
but this information would be passed on to insurance companies, and these
people would pay higher premiums.

Sounds good in theory, but I doubt any state's legislature would ever vote
for something that made that much sense.
