The problem, Rhu, is that you're too @#$$%&!! nice. You're the
dictator. Make an announcement like the following:
I hereby decree that users may be purged from the CA database at my
whim. Those who dare to contradict my edict risk having rejected .plan
files sent to them daily as email.
Remember: power corrupts. If you're already corrupt, that's one less
thing to impede the rate at which you gain power.
