this happens in a lot of places where physical training is done "en masse"..
there there was a controversy about 2-3 years ago about a police trainee
who died during physical training.
Someone in my high school (who was seriously overweight and out of shape)
was pushed too hard during football team's "hell week" and died due to
an enlarged heart.
I'd heard that a few years back, the Army had eased up on physical training
(running practice is now done in running shoes of the enlistee's choice
rather than combat boots), but I guess the Navy hasn't.
I agree that murder/manslaughter charges should be brought against the
instructor(s) in question; they certainly should not be kept in teaching
jobs.
