Question 3 wasn't designed to cut out a cancer. It was designed to lower taxes. As Lester Thurow noted, the "fraud, waste, and corruption" is the best-protected part of the budget, and given a simple order to cut taxes, legislators would rather cut Real Programs than eliminate the graft they benefit from.
