First of all, problems with news service at Athena should be sent to
"usenet", not to bug-sipb.
Second, news service is currently disabled because the news server
is very, very behind in its processing of incoming messages, and is
very busy catching up. When it has caught up, service will be
reenabled. We're not sure yet how long that will take.
