I tried to find the word "sipb" in Webster dictionary(Sipb-Vax
version) but couldn't get the definition. I guess it is a good idea to
give the functions of the programs under sipb directory and its
subdirectories.

First of all, you couldn't find the word "sipb" in the Webster
dictionary because "sipb" isn't an English word. Why should it be in
the dictionary?
Second, I'm afraid the second sentence above makes absolutely no
sense to me. I've read it several times, and I still don't understand
what you're trying to say. Please try to explain it further, and I'll
try to respond to it.
Third, every sipb program has a man page to document it. If you
type "man program-name" after doing "add sipb", where "program-name"
is a program in the sipb locker, you will be told about its function.
