You're correct in guessing that this is not an exmh problem.
The core of the problem is that the mail administrators of
isis.elte.hu have installed software which attempts to protect
their users from unsolicited commercial email (also known as
"spam"). The software maintains a list of bad sites, and rejects
email which comes from those sites. Unfortunately, the people
who draw up the list of bad sites often put MIT on the list.
I supsect that either isis.elte.hu installed the software three
weeks ago, or MIT got re-added to the list three weeks ago, and
the consequence is that the isis.elte.hu machine is refusing to
accept mail that comes from MIT.
Sipb does not have the influence to help resolve this issue.
To approach it on your own, though, the most fruitful approach
for you to take would probably be for you to contact the
people who maintain isis.elte.hu's mail, and ask them to accept
mail from MIT. It may or may not be helpful to get them in touch
with MIT's postmasters -- MIT's postmasters are probably used to
this issue by now, and may be able to explain to isis.elte.hu's
postmasters whether MIT thinks isis.elte.hu would be at risk
from receiving spam email from MIT.
