I've modified the sources in /afs/sipb/project/sipb/src/dclock to DTRT
for the current year, I believe, and installed a binary with the
changes in the sipb locker for sun (leaving the original as
dclock.orig). I proabbly won't get a good chance to build/install
other platforms, however, and I'd appreciate it if others could take
care of this (if not, I'll get to it, probably on Wednesday)
