There's nothing you can do about it ?
Surely you could at least write it to /tmp and tell the user that
there is not enough room in his directory and that it has bee written to /tmp
at least this would allow th user to come below quota and copy .newsrc to their
home dir. This would at least allow an acceptable solution to people whom
could go about this. There's really no other surefire way about this ?????
