[7290] in SIPB bug reports

This evening, mwhitson noticed a problem with xscreensaver being
a wrapper script: it was failing to set Xresources correctly. I decided
I was going to fix this, and along the way, split off sgi_65 into a
seperate volume, since I've already encounted at least 1 binary built
under Irix 6.{2,3} that dumped core under Irix 6.5. I used the sipb.sgi6
volume that has existed but been unpopulated for sometime. So, a
summary of the changes:
* /mit/sipb/arch/sgi_65 is now a symlink to /mit/sipb/machtype/sgi6
* /mit/sipb/machtype/sgi6 contains directories bin and lib, which
themselves contain symlink farms back to the corresponding directories
in /mit/sipb/machtype/sgi.
* /mit/sipb/machtype/sgi6/bin/xscreensaver is a variation on the wrapper
script which Jeremy wrote, and informs users that sipb xscreensaver does
not currently work on Irix 6.5, and recommends using xss-button instead.
* /mit/sipb/machtype/sgi/bin/xscreensaver is again the xscreensaver
binary we all know and love.
All changes will be visible after the locker is released this
