You should probably cc bug-sipb on these requests. (This is specific
to the sipb locker, because of the athena mirror. For most lockers,
quota requests are more trivial.)
I checked the quota in the athena mirror of the sipb.inbsd volume and
found it to be 35MB, so I raised the quota in the sipb cell sipb.inbsd
volume to 35MB to match.
