I think it's simplest for users if programs commonly found in the
sipb locker aren't located in a different locker on unsupported
platforms. We don't have any way of notifying everyone who has access
to a Digital Unix machine with an afs client that they need to look
under outland; because of this, I believe the outland choice would
result in fewer users benefiting from your work than otherwise would.

I believe that users will understand that the support level for
Digital Unix is very likely intended to be different from
Sun/SGI/Linux/NetBSD because they both don't see any Alphas in public
clusters and didn't obtain Digital Unix Athena software from sipb.
