Kirk,

  First off, bugs with news software should probably go to
usenet@athena, not bug-sipb@athena.

  It is common practice in Usenet articles to include text from
previous articles in responses to them.  Some people take this
practice overboard, and include so much old text that the article is
cluttered.  To prevent this from happening, the inews program doesn't
allow you to post articles that have more included text than new text
in them, hence the error message you received.

  The way inews tells how much old text is included is to look for
lines that start with >, since that is by default what signifies
included text.  Therefore, in order to get your article to post, you
either have to (a) cut out some of the included text, or (b) change
the > at the beginning of lines that have it to some other character,
so that inews won't notice them.  The previous approach is
recommended, unless the included text is very important.
