I think the situation you're describing is discussed in the "Answers
to Frequently Asked Questions about Usenet" posting in the group
news.announce.newusers. A copy of it is also available at

Look for the topic heading that begins "Isn't the posting mechanism
broken?".

When there's a moderated newsgroup, I think it's using the term
"posted" to mean "mailed to the moderator".

If the moderator is not posting your article to both the moderated
newsgroup and any listed unmoderated newsgroups, it's probably best to
discuss the situation with the moderator directly. The e-mail address
should be listed in

  ftp://rtfm.mit.edu/pub/usenet/news.lists/List_of_Moderators_for_Usenet

We may be able to address the crash problem by installing a more
recent version of xrn in the sipb locker. I believe there is someone
already working on this, although I don't yet know the schedule. It's
also possible that the newer version of xrn provides a clearer message
about posting in the case of moderated newsgroups. If not, you could
contact the maintainer of xrn to request this improvement.
