Rob, check his message again: He's loading up the SIPB versions of the
macro packages.  This would imply that he's quite probably running the
SIPB version of latex, unless he's set environment variables to cause
it to use the SIPB macros first.  And then, I think the problem in the
Athena version showed up at the first counter definition, not as late
as in his log.

Ron, your log file indicates that article.sty is being included twice.
This would happen if the file being processed started with
"\documentstyle[resume]{article}", as the comment header to resume.sty
indicates.  However, resume.sty also includes article.sty, so it
should be done as "\documentstyle{resume}" instead.

What I don't understand: The prototype resume-sample.tex I find in
/usr/sipb does start the way it should, with "\documentstyle{resume}".
Do you still have the files around that you were using?  If so, can
you please make them world-readable and tell me where they are?
