There is a difference between the SIPB locker and the sipb-new locker.
The former is a supported service of the SIPB. The latter is a
development project that's been under development for years, and
probably could stand a little fresh blood from prospectives to get it
going.
We've never had any problems with putting prospectives on development
projects, provided the members on the project agree. I don't see how
this is any different.
