I don't know if anyone has responded to your question yet, but...
The version of latex in /usr/athena is known to be broken and loses
in a great variety of ways. Explicitly invoking
/mit/sipb/vaxbin/latex or placing /mit/sipb/vaxbin in your path before
/usr/athena should solve the problem. Athena is aware of the problem
and will either fix it or remove latex from the next release.
