Sipb locker reorganization?

It would be nice if the sipb locker made more use of the arch/@sys/bin
structure.  I noticed that there were two volumes mounted on /mit/sipb
- "linux_vol" and "netbsd_vol", which looked like they should be
subdirectories of "arch".  So, I moved them there, and fixed up all
appropriate symlinks.  All is well.

To sum up:

There is now /mit/sipb/arch/i386_linux1 and /mit/sipb/arch/i386_nbsd1.
These are both mountpoints for afs volumes.  They are not symlinks.
They both contain "bin", "lib", and "etc" subdirectories, which are
real directories, not symlinks.

In other news:

I would absolutely love to see the "/mit/sipb/@sys" symlinks go away.
However, this might break some people's dotfiles, which would generate
"bad press" (whatever that means in Sipb's case), so I guess we're
stuck with the stupid symlinks for all eternity.
