It looks like Xfig 3.1 doesn't correctly handle PostScript or EPS or
EPSI files.
You probably want to report this problem to bug-sipb@mit.edu, since SIPB
(the Student Information Processing Board) supports the program and
maintains it in their locker. Athena neither supports nor maintains it.
