I'm not sure if it is or not. In the mail I sent to sipb-staff, I
said that:

In your opinion, is this adequate, or should we providing some more
optimal situation-specific reply to off-campus users? In other words,
I suggest changing this text to something like "If it fails and you're
at MIT (we don't allow non-MIT access), then send mail to bug-sipb..."
