No, they do not. Netscape and Mosaic have different built-in
capabilities, which makes using the same mailcap files for the two of
them a bad idea.
As to the seperate but related issue of Netscape's mailcap file,
that's not really SIPB's doing, but it will be expanded quite a bit in
the next few weeks as the infoagents locker becomes supported.
