vaxbin moved from Athena copy

I've freed up 16 meg in the athena copy of the sipb locker by removing
the copies of the vax binaries.  After the next volume release,
/afs/athena/contrib/sipb/vaxbin will be a symlink to
/afs/sipb/project/sipb/vaxbin. I've updated the .rconf file appropriately.
