Yes, in general, since we are attempting to push NetBSD and Linux as
viable Athena platforms.

I think we can expect maintainers of programs in the sipb locker to be
familiar with Linux and NetBSD to the extent they need to, which isn't
all that great.  Frankly, Linux and NetBSD are more "really-athena"
than, say, the SGIs, for all practical purposes.  (Find me the Athena
Imakfile templates for the SGIs sometime.)

People trying to install software locally is a simple problem: the
sipb locker maintainers maintain what's in the sipb locker, not what's
on people's local machines.
