Serious problem: empty arch directories

Chad created empty "arch/${ATHENA_SYS}/lib" and
"arch/${ATHENA_SYS}/bin" directories for each platform. This caused
people to fail to find programs in the sipb locker, because the new
"add" script successfully finds "/mit/sipb/arch/${ATHENA_SYS}/bin"
directory and puts it in the path instaed of /mit/sipb/$bindir.
I renamed "arch" to "arch.new" and am releasing the locker, so things
should be okay in a few minutes. Please keep this problem in mind
while doing SIPBsipb locker reorganization.
