Athena would likely be willing to give SIPB more quota, but in order to do
that we will want to have the volume split into smaller sub volumes.
Normally, 100 Meg is max for normal volume (not an srvd) before we require it
to be split.
If someone sends in to afsreq a plan for what you want, It should not be a
problem.
something like create project.sipb.decmips, project.sipb.sun, etc) and give
list the quotas you want (try to stay under 200 M total)
