I have found that when i run xscreensaver and the time elapsed is
<1 minute it takes a long time (~30 seconds) for the screen to come
back. i have had this problem when it is locked, as well as
blanked. Vhy does this happen? it is rather annoying to not be
able to get right back to my work after coming back to the
   workstation.

This is because of a bug either with the X11R2 X server or with the X
toolkit. If the bug is with the X server, it will be fixed in June
when we upgrade to X11R3. If it is a bug in the toolkit, there is
nothing I can do about it and you'll have to live with it.

Although I am not sure, I believe that the problem is that the X
server is falling behind the xscreensaver program and building up a
long queue of X events; as a result, when you hit a key it just gets
queued with the rest of the X events and doesn't get dealt with until
the server gets to that point in the queue.

However, it could be the other way around -- it could be the toolkit
which is falling behind, in which case the new servers won't fix
anything.

It's a hard bug to test, because it doesn't occur regularly.
