Xdvi and tex fonts

This may not be the right place to send this, but seems a reasonable
place to at least start. I'm finding that I can't read the dvi files
in the archive of SIPB docs in OLH because xdvi can't find the fonts
it needs. Just in case it was an OLH problem, I tried viewing
documents by starting up xdvi independently of OLH, and ran into
the same problem. Creating environment variables like TEXFONTS
(as per one of the OLC stock answers) only improved the situation
marginally.
I ran into these problems while using a DECstation 5000/25 and
when trying to view discuss.dvi and linux-net-install.dvi. My
machine is running the 7.7 release. I tried a number of variations
of environment variables, but for the most recent attempt the
relevant environment vars were:
TEXFONTS=.:/usr/athena/lib/tex/fonts:/mit/sipb/lib/tex/fonts/tfm:/mit/sipb/lib/tex/fonts/vf:/mit/texfonts:/mit/texfonts/ipa
