Thanks! I received email from yandros (chad) about it, and he
explained the situation re: the server needing to know the mime
type when using http links. Now that I know about it, I have
some ideas for work-arounds for my particular needs.

In this case it specifies a binary file created by a program called
cT. The specifics of what cT does aren't important, because it was
the process of trying to use Mosaic as an ad hoc application launcher
that I was trying to figure out. The cT *.ctb just happened to be the
test case I used.
