Following a discussion of various gsipbbin people in the SIPB office,
I have removed the message from /usr/sipb/*bin/man (instead of just
commenting it out) and checked in the change. There it lies in Davy Jones'
(or at least sipbsrc's) locker, unless someone wishes to raise it again.

apropos and whatis have been similarly modified and returned to the
locker.
