I've diagnosed it as far as believing that it's a Perl problem.
It works if you use DebAthena native perl:
$ perl /mit/sipb/bin/th purple
[...works...]
It fails if you use the perl specified in the shebang line:
$ /afs/athena/contrib/perl5/p /mit/sipb/bin/th purple
[...fails...]
I don't have the attention to fix it at the moment.
