Do we have to have this discussion AGAIN?

The last time we flamed about it at the SIPB meeting, I seem to recall
that the conclusion was that the SIPB locker should be made to rely on
/mit/sipb instead of /usr/sipb, because the /usr/sipb special case may
be removed from future Athena releases.

In fact, I was under the impression that the "layered Athena" drive
being pushed by IS now is going to compel the /usr/sipb link to go
away on new platforms at some point.

In my opinion, it is *good* that the /usr/sipb link is missing in the
AIX 3.2 release.  The sooner Athena starts putting out releases that
don't have it, the sooner we'll fix all the programs that rely on it.

(Derek, why sipb-staff instead of bug-sipb or sipb?)
