         Furthermore, SIPB doesn't have a lot of money to pay for software.
   
      I wouldn't let that be the limiting factor.
   
   Perhaps not, but the other factor I didn't feel compelled to mention
   in mail to a random user is that I don't have time to deal with
   figuring out exactly what the author is going to expect MIT to pay to
   license his software for all of Athena, or to deal with all of the
   paperwork and championing necessary to make it happen.  If someone
   else wants to do it, I have no objections....
   

Those are perfectly good reasons to not do it.  It may well not be
worth the energy required to champion it and coordinate.  My only
point is money shouldn't stop the SIPB from doing something otherwise
worthwhile.
