sipb locker running low on space again

The sipb locker is running low on space again.  I managed to clear up
some space in it by doing several things:

1) For each program that we desupported, there was a separate copy of
the shell script telling people this.  I made hard links to a single
copy in each bin directory (there needs to be a separate copy in each
bin directory because AFS doesn't allow hard links between
directories).

2) I removed some man pages of programs we no longer support.

3) I replaced some duplicate shell scripts for different platforms,
mostly shell scripts that are part of rn, with symbolic links.

4) I got rid of library files for the program "axe", which is not
installed in the sipb locker.

5) I removed some of the ispell.hash files that I built with large a
large dictionary, and replaced them with symbolic links to hash files
that were build on architectures with the same byte order.

Actually, I'm not even certain that byte order is relevant, but I'm
fairly certain that the same ispell.hash file can be used on different
platforms with the same byte order.  If there are any problems with
this, I can regenerate the deleted files.

6) I deleted a few out-of-date, obsoleted files in
/afs/.sipb/project/sipb/lib.

This freed up enough space for me to do what I needed to do.
