Hello.
I'm sorry it's taken us so long to get back to you. The program you
asked about, starchart, is a package used to access various
astronomical data. The version in the sipb locker was out of date, a
newer version exists and hopefully will soon be made available by
another group, and the sipb locker is woefully short on disk space.
The newer, better version should be available sometime soon, I
believe; there will likely be some sort of general announcement of
some kind about it.
