We can install a more up-to-date version of dvi2ps when it is
released. Also, we can hard-code the sipb font path in addition
to/instead of athena's, in case we provide fonts that Athena does not.

I disagree.
I think that the SIPB should stop providing dvi2ps. We have a working
dvips; there's a more recent version which still needs to get compiled,
but there are no more versions of dvi2s planned.
I can't think of any reason for us to continue providing dvi2ps, as
long as it's on the Athena packs. (That is, if people still want it,
it should be around, like Scribe was, but we should focus our efforts
-- and disk space -- on dvips instead.)
