There is a difference between what is in the discuss locker, and what
is in the sipb locker. IMHO, we should remove what's in the sipb
locker, since athena provides it, and is seemingly mostly up-to-date.
We should keep the discuss locker for people who want the "newest and
greatest" release.
In my view, the discuss locker is for stuff that's bleeding edge. If we
develop new versions of discuss which are stable and which are newer and
better than what Athena is fielding at the moment, we should put it in
the SIPB locker.
Given that right now, Athena has mostly caught up with us, it seems
reasonable for us to replace our copies of the discuss program with sym
links to the Athena software. However, we may want to put the discuss
programs back at some point in the future.
