~sipb/CHANGES is/was really old... I nuked it and checked the last
weeks worth of bug-sipb messages. There weren't any locker changes
since then, so it's just an empty log.
I'd like to have this CHANGES file current for people to use and see
what's new with the locker. If there's no objections, please send
changes to this meeting as well as adding a note to CHANGES. I'll also
try to check and make sure that locker changes make it to the Changes
file.

PS. Andrew mentioned that he didn't want sipbmotd "announced" yet.. is
this still true? if not, it could be our FIRST addition to the new
change log... wow.. :)
