Because pbmplus is in the graphics locker and all we've got in the
sipb locker is shell scripts that goes there, I've removed the vax, rt
and decmips build trees for pbmplus from the sipbsrc locker, and
turned /mit/sipbsrc/src/pbmplus into a compressed tar archive in
/mit/sipbsrc/src/old/pbmplus.tar.Z.
