New version of tcsh installed in SIPB locker

The newest tcsh, versiobn 6.00, has been installed in the SIPB locker,
as /mit/sipb/bin/tcsh.  This version is based on the BSD 4.4 csh and
is therefore unencumbered and freely distributable; the full source
code is in the sipbsrc locker.  The man page, which is excellent, is
also installed.  This tcsh supports most of the weird Athena tcsh
features but you have to set the right variables to get it.

Some Athena-tcsh features have already been added and will be sent to
the author for inclusion in patchlevel one.  Report bugs and
suggestions to bug-sipb for now and we will forward them off.

Note that you *CANNOT* set your default shell to /mit/sipb/bin/tcsh
and still be able to do a non-X login (there is a chicken-and-egg
problem because sipb isn't attached until your dotfiles are sourced..)
Furthermore, Moira restricts shell paths to 32 characters.  Therefore,
for the time being, /afs/athena/contrib/sipb/tc (which will just fit)
is a symlink to tcsh.

Hopefully this version will be installed as /bin/tcsh in the next
possible release (at this point, certainly not 7.3).
