"cal" in sipb locker

The version of cal in the sipb locker is the same as the standard
version, except that years less than a hundred are displayed in the
current century. In other words, "cal 91" gives you 1991.
However, the cal in /usr/bin doesn't do this.
This incompatibility means three things:
1. Please are saved from typing two extra characters when they want to
get a calendar.
2. Lots of less knowledgeable users get confused when they switch back
and forth between the two versions without even realizing it
(there's a question in olc about this right now).
3. It's impossible to get a calendar of the first 99 years CE with the
version of cal in the sipb locker.
Frankly, I don't think the sipb version should ever have been
installed; it's benefit is negligable and it causes a lot of
confusion. Is there any objection to removing it?
