ppm/pbm files in sipb locker

Now that the graphics locker has the full suite of ppm and pbm
utilities installed in it, I would like to remove those utilities for
the sipb locker, for two reasons:
1. The ones in the graphics locker are kept more up-to-date.
2. Anybody who can get to the sipb locker can get to the graphics
locker as well (through AFS directly or through the AFS->NFS
translator).
Any problems with this?
