Xrn is still trying to connect to bloom-beacon. This is the error I
get :
Failed to reconnect to the NNTP server (handle_response),
sleeping... This machine does not have permission to use the
bloom-beacon.mit.edu news server.

(Sorry, but I'm in a quoting mood. :-)
From your .Xresources file:
xrn.nntpServer: bloom-beacon.mit.edu
Change "bloom-beacon" to "news" and you will be all set.
Also setting NNTPSERVER to bloom-picayune does not help.
If xrn checks NNTPSERVER at all, the setting of NNTPSERVER is probably
overridden by the X resource, which you have set.
