The version of Epoch in the sipb locker doesn't appear to work at all (I
couldn't get it to even bring up a window on the Vax I'm on). There's a
newer, working version of epoch in /mit/gnu/vaxbin; could you either update
it, or remove your non-working version?
The version of epoch in the sipb locker has nothing to do with
multi-window emacs. RTFM.
