so i guess the webster server is hosed.
in addition, the message should exhort users to send e-mail to
'bug-sipb@{ATHENA.,}.MIT.EDU' ... right now, it just tells users
to send e-mail to bug-sipb, and not every workstation which receives
athena services is configured exactly the same ...
