rrn and rn are (as far as you probably care) the same program. the
difference is that (in some environments) rn reads news on the local
host, while rrn reads news on a news server using the local network.
Questions and problems with Usenet should be sent directly to
usenet@athena.mit.edu; sending such questions to <sipb@athena> sends
them to the entire SIPB membership, which is probably wasteful.
