Some qa.debian.org spelunking finds http://bugs.debian.org/702523

Looks like Twitter updated its API incompatibly during the wheezy freeze 
cycle and the maintainers consented to its removal from wheezy.

I can't find who did the backport to squeeze-backports-sloppy from the web 
interface.

pabs recently uploaded config-package-dev to backports for us without 
coordinating with Debathena, so I would assume so? (I intentionally made 
the package cleanly backportable, because Debathena internally builds for 
all supported releases.)
