As requested, those two fixtures now have four bulbs each. It took a bit
of time because it was actually the case that rather than just removing a
pair of bulbs during the energy crisis, they swapped in 2-bulb ballasts.
So actual electric work had to be done to upgrade the fixtures back to 4-bulb
ballasts before the extra bulbs could be inserted.
