Someone else proposed this restriction for Alex's try at becoming a
journeyman.  

It seems wise now, with a fair number of new journeymen coming online,
where any holes in their training runs would be caught by more
experienced journeymen.

Anyone else has input?

   Why the restriction? My recollection is that most people moving to journeyman
   have done a supervised training run and if that is satisfactory, the person
   becomes a full journeyman and can do both training and qualifying runs.
